Hassles - even small ones - can get in the way of completing an action. Even knowing that there will be small hassles as part of a process can cause a person to not start an action. Or someone may defer (put off) starting the action to when fewer hassles are expected.
Examples:
A man wants to go to a doctor, but he thinks of the steps he has to do to make an appointment: finding his password, logging into the system, checking availability and his own calendar while switching between phone apps, and then filling out the form explaining the reasons for the visit. He’s already tired from a busy day so decides to do it later.
A woman starts filling out a form and gets to a field for her partner’s ID number, which will take time to find. So she stops filling the form.
